Physical contact releases serotonin, dopamine, oxytocin (the “love hormone”), norepinephrine, epinephrine (adrenaline), vasopressin, and beta-endorphins into the body of the person giving touch as well as the one receiving touch, making them happier and more relaxed.

While she may be used to playing rough with other dogs, she isn’t sure how to interact with her owners.

So she doesn’t know how hard she can cuddle without damaging her owner or getting herself hurt. 

However, if she has had the experience of playing too rough with you and not getting hurt, she may conclude that there’s something about cuddling that will cause pain to her (or you if she gets too excited).

Also, you need to investigate if your Chihuahua has been hurt before when cuddled by a human.
